Hello , sorry if this has been posted b4.
Im from New Zealand and Im wanting to know if a iPhone 4s with a bad ESN from the USA (sprint or verizon networks) can be used on a network here in New Zealand?
We use WCDMA and GSM here in New Zealand.

Also , What is the new activating rules? would the phone not have had to been activated already for me to use it here?

Any help would be great.

Here's the thing... you can't use the CDMA network. That remains locked to verizon. Only the GSM part of the Verizon 4S is factory unlocked for all networks outside of the US.

Are you using a SIM card?
 
To my knowledge, no.

I AM NOT SURE, but I do not think that the Verizon phones have the firmware for operating the UMTS radio.

Besides that, I am pretty sure that there is a software lock on the carrier.

I would email Verizon tech support to find out what they say.
