Since baggage handlers are typically the last person that air tags see before luggage is loaded, I wonder if it is a noticeable impact to their phone’s cellular data usage.

the tag doesn't know it's about to get on a plane. so doesn't know that the handlers phone is the last one it will see for a while.

currently, your phone is probably likely to hear more air tag pings riding mass transit than a baggage handler would

The baggage handler is most definitely NOT the last person the airtag sees on the plane. I've been able to use the U1 chip to locate my bag on the plane before. I rarely check bags (only when my wife makes me) but when I do, I airtag them.
 
Well, if 10000 AirTags passes by each day I would expect a 7% loss tho. Apple has probably already seen activity like this and done,, something? about it...
