Hello,
I live in Canada, and I found I blacklisted iphone 6 with a good price. And I just want to use it as itouch with larger screen and finger print and better camera of course. Is it ok to use it? Or I'll be in trouble with "police"!
 
I hope at some point you have your phone stolen and sold on for a "really good price", so you know how it feels to have something stolen.

If the phone is blacklisted, the phone is either stolen, or somebody refused to pay their agreement and stole the phone from the network.

Or someone committed fraud and claimed the phone as stolen/lost to get insurance compensation when they actually just sold it to someone.
