Hi I'm using Time Capsule as my main router and Air port express as repeater to boost signals for my network. I need to give access to my network to a few people but I know they will hog all my internet bandwidth. Is there a way to control/manage this?

Don't give them access.
 
The apple routers aren't highly configurable, unfortunately.

Some routers flashed with DD-WRT can throttle bandwidth based on either ip or Ethernet address. You might be able find a compatible used router on eBay pretty cheap.
