What would you take:
New, sealed 15 2017 mid model (2.9 ghz, 512 gb, 560 GPU) space grey for 1800 pounds
or
Used, mint 15 2018 base model (2.2, 256, 555x) silver for 1900 pounds

Go for the 2018. I have a 2017 and I love it, but the CPUs in the 2018 were an unusual step ahead. As for the storage space, learn to manage your stuff; I had to make this sacrifice myself (I could have gotten the 13" with 512, or the 15" with 256) but I bought a speedy USB flash drive, and have just learned better data habits (do I really need all my drone footage stored locally? No, I don't) and it forced me to move to the cloud; I switch I am happy I made.
 
Go for the 2018
6 core processor, the keyboard is a third generation, so it should (hopefully) be more durable. I think overall its a safer buy.

but if you get the 2017 model you are entitled to have free battery and keyboard exchange within 4years

Why deal with that hassle if you can avoid it? I mean you can be without your laptop potentially for weeks.

I dunno, my 2012 lasted nearly 6 years on the same battery.

My perspective is that if I can avoid buying a computer with a known defect, then I will, regardless of a repair program

yeah I guess it's just a personal preference,
If you don't type so much and use a keyboard cover I think the 2017 model is fine
But not sure if there's a big difference with the CPU between these models
 
The decision depends on if you need storage or CPU. If storage, the 2017, if CPU, get the 2018 15".
 
I would rather take the keyboard risk then having to live with 256 SSD. it's just too small and limiting for a main machine. (and yes I know you can buy external drive but I live to have minimum additional stuff I have to carry with me)

Not sure what you mean by a "free battery" exchange. What they have done is extend the warranty. This is for a fix from a keyboard failure, not just because you want your battery changed out.

In order to replace the keyboard they need to remove the battery, so you get a free battery because they need to gain access to the top case.

But a top case replacement for a failed keyboard is completely different than a free battery replacement whenever one wants.

I think the point is you get a new battery when they replace the keyboard, just because how they need to do the repair.
