hi guys I've been searching for answers with regards to the possibility of editing videos in Adobe Premiere Pro on the 2016 13" MacBook Pro.

I would like some info on how scrubbing is and even the possibility of editing 4K video. I know that Premiere pro has the ability to do the proxy vids but I just need some info in general. I really need to get back to editing and need a system

Also recommendation to a previous model which may fall in the same price range but allow me to get what I want done

Best way to know, and if possible, is to buy one and test it out. They are all capable models with very fast SSD drives. They all should be able to handle any task. Its just a matter of speed of the process.
 
I wouldn't go for a base 13" for Premiere. That program is difficult even for bigger machines like the new 15", add some effects, color correction and things like that to your project and it will struggle like crazy.

If your workflow implies Adobe Premiere, go with the 15" or an iMac. If you were using FCPX, than it would suffice, even for lower bitrate 4K video.
