A friend would like to buy the base model for office use and use it on a 4K 28inch screen.

The intel iris 645 on base model can support 4K smoothly? If it can, the mac does not heat too much or fan going crazy?

No I wouldn't say it can. Seems like you need the 10th Gen to run 4K smoothly. See my results in this thread...

It'll definitely work fine for 1 display. I've got a lot of users at work with the 2019 version (same specs) and they're doing just fine.

My 2015 MBP 15 with Integrated can run a 4K monitor fairly well. If you are doing something that really hits memory (like an SSD to SSD large copy), it can results in video artifacts. 4K works fine with any discrete graphics that supports 4K.

I guess it depends on what you mean by “fine”. If you want stuttering animations and choppy video when moving windows around, then sure.

I had a 2015 13" MBP and that ran mostly fine (sometimes stutter from switching spaces) but definitely capable. I'd be shocked if the current generation can't do 4K external monitor smoothly.

I ran 2 4K monitors @ 60Hz using proper cables with my 2018 13" - i5-8259U with Iris Plus 655 iGPU. I believe it's all about the cables ... use USB-C to DisplayPort cables with DP Alt mode support (I used two of the Accell cables readily available on Amazon.) In this config I used both of these cables on the right side TB3 ports ...(my 2018 had two on each side) on a machine with only two TB3 ports, I'm guessing it would be fine using one port on the left side for the 4K monitor as long as it's the proper cable (specifically: Must support DP Alt Mode)

I am running a similar setup to you, base 13 inch to a USB-C dock outputting to a 28 inch 4k monitor through DP. Normal tasks won't see any heating up with low to no fan noise unless you get into video editing or other heavy tasks. Even under load the experience will still be smooth.

Which dock are you using? Does it support dual monitors?

I am using a Kensington 4600P that is driving a single 4k monitor like the OP will be running, I am also using 1080p scaling and it is still smooth. You are running two monitors which is going to be more resource intensive and probably makes sense to go 10th gen.
