Does the base model (2017, 13 inch, no touchbar) MBP work to play and edit 4K video? I ask because I just got a GoPro Hero 6 and my 2011 MBP can't even play the 4K videos that I take on it.. I have to use the 1080 resolution in the meantime.

Also can't decide if I should even buy the 2017 or wait a few months for the 2018 to come out. Wonder if there will be much difference. I'm about to be doing a lot of traveling and I don't want to lug this old brick around for much longer lol.

Wait on the 2018. The nTB in its current form is not a very good candidate for this usage, IMO.

No, not really.
You need as powerful an iMac as you can afford.
That's pretty much "the reality of 4k".

Also, it would be advisable to use Final Cut Pro X. It has the ability to create "proxy media" for 4k. This (essentially, "scaled down") proxy media will load and edit MUCH faster. When you do the final export, the actual 4k is used "in place of the proxy", as it should be (giving you a full 4k final product).

I do use Final Cut Pro on my current system... When you say iMac you mean the desktop?? I definitely need a laptop that can edit 4K because I'll be traveling with it. I just need to render some 4K gopro footage for vlogs, etc. So maybe a higher end MBP?

I am guessing when you are not traveling, you will have either a 4k or 5k display to use with the system, correct?
Will you want to be able to edit in full resolution?
