What exactly changes when you update the baseband and/or carrier settings? Does it add new features? Fix bugs?

Yes. They update your phone's baseband and carrier settings...

Baseband is you cellular radio so it modifies that.

Carrier updates change your carrier's features, example being to get MMS you had to update your carrier file.

Both can fix bugs.
