We have a very basic bose mini sound bar. I’m wondering if the HomePod mini would be a good replacement. Just need:
1. Ability to control via iphone or ipad
2. Able to do sound out from iphone/ipad to HomePod mini for mudic streaming from Amazon music app
3. A way to plug in the mini to charge using a basic outlet

Are these possible with the HomePod mini?

You can easily AirPlay to a HomePod which covers points one and two.

Third question is a no - the mini doesn’t have a battery it needs to be plugged in all the time.

The mini uses a USB-C outlet, any "20 watt USB-C PD" adapter will work. Chargers greater than 20 watts are fine, BUT it must be PD.

you can get get one of those multi USB chargers to save you some outlet space, and power 2 minis, or power the mini, and charge your phone, laptop, or other devices. You'll need to "add the watts" to determine the size of charger you need, 2 minis is 20+20 so you'd need a 40 watt for that. iPhones can use up to 20, MacBooks are 30 to 96 watts

You can also replace your outlet, so the charger is built into the plate in the wall.
this one from amazon should work, this one is only 30 watts, so you'd be able to do one mini - https://www.amazon.com/Leviton-T5635-W-Delivery-Charger-Tamper-Resistant/dp/B07PTWG5DV

I got 2 because they were $80 each. Amazing sound for such a small package. It doesn’t let you play to 2 or more HP minis at the same time if located in different places but we are all able to use any speaker at any moment using any apple device. Which is amazing in itself.

as long as they are all on the same wifi, you should be able to play to more than one at a time. (with one in the kitchen and one in the bedroom, you should be able to play to both simultaneously). If that's not happening, you need to investigate your network.

And if you have a Mac on Monterrey or Ventura, you can make the Mac an airplay receiver, and send sound to that in addition to the homepods. and all at the same time. It's in the settings app on the Mac, sharing, airplay receiver.

According to the HomePod manual:
“Hey Siri, play everywhere.”
