Batch resize image and canvas? Photoshop or Illustrator

I have about 500 Illustrator files of varying sizes, that need to be 600x600 pixels canvas, but the images in the canvas needs to be 260 x 260 and then saved as PNG files.

Is there a way to batch this in illustrator or photoshop?

Seems like opening images to specifically 600x600 pixels can't be done in an action in photoshop, and illustrator can't resize artboards with actions.

any ideas?
