The battery doctor app is a great app and it appears it does the job of clearing memory cache while using the "boost" function.......

I clear all apps and then I open battery doctor and choose the memory boost function. When it is done, the memory goes from 78%-81% down to 35% every time. I then clear out the battery doctor app and reopen it. As soon as it opens, my memory usage is back to the 80% range. This happens every single time without fail.

So is the battery doctor app itself the culprit for the high memory usage?

That's a good question.
I noticed that too.
Also even after a reboot the memory use seems to be really high around 70+
