Kind of freaked me out. I've got an iPhone 7 Plus running 11.4.

I don't have battery saver on.

It went from 94% to 93% to 92% then back to 93% and then to 92%. This all happened within 10 seconds. I wish I had been able to record this. It was a very weird glitch. Anyone else seen it?

This hasn't happened prior to 11.4 that I have seen, but it might have and I just didn't witness it occurring.

Did it continue to drop or did it stabilize?

No need to obsess. This is why I recommend turning off the display of percentage.
 
The battery fluctuation has been happening to my 6s, battery health is at 99%. It drops in a matter of seconds or then also charges very rapidly.

On iOS 8 there was a bug in which 59% and 29% wouldn't display (jumped from 60% to 58% and 30% to 28%) but that was solved in iOS 9 (I've always had it with a 5s that's still on iOS 8. When I got my current 6s on iOS 9 it stopped) and I haven't encountered it since.
