i have replace the battery, upgrading the ios, but it still never change ,
note :
the iphone is charging normal and the battery stand still are good
when i restart the phone it keeps restating many times for a while then it goes ok
 
I would say that the battery was a 3rd party battery and not the official Apple battery and it does not have the hardware/circuitry in it to report the battery charge state.
I have replace the battery many times with second hand iphones. some tech said that "it could be IC of charging " is that logic ??
 
Could be a bad battery. I replaced the battery in my iPhone 5 and had the same issue. I bought it from ifixit, so they sent me a free replacement. The replacement worked and battery indicator functioned properly.
 
OP sounds, based on his post, like a foreigner. Perhaps he/she doesnt have access to an Apple store or certified repair.
yes I am form Libya ,I bought this Iphone from us amazon and we do not have an apple agent here

I think he might have said the battery is missing the IC chip that tell the phone what the charge state is.
His statement is likely correct.
I mean the technician here said to me may be the IC of charging is not ok ,although the I phone is charging good just the battery statues not correct
