First question, purchased a 13" MBP from Best Buy.....I wanted last generations so I bought it but says it is an early 2015......wasnt it refreshed in early 2016 also? Shouldn't they be selling the early 2016 or are they ripping people off?

Secondly, a graphics glitch has this been happening to anyone else when waking their MBP's up from sleep? Screen goes back to normal after like 3 seconds.

There was no refresh in early 2016.

Unsure about graphics glitch, is FileVault on? It's unlikely to be anything serious as it's only affecting the background, so probably some software like FileVault as you say it goes away after a few seconds.

File Vault is off
 
As New_Mac_Smell said, the most recent release of the previous generation 13" MBP was March 2015. There were no more updates until the new October 2016 release, you were not ripped off.

It is normal for the background picture to be blurred on the login screen, but that does look strange to me. Maybe it looks like that because of the used background picture. Does the graphics look ok after login and startup are completed?
 
try to change your background and log-in-background picture.
Its looking somehow intended
