Best App to draw on a photo?

My brother was showing me his Galaxy Note 4 and how he can take a photo or a screen shot (say a map) and using his stylus he can draw on it and add a word balloon or details.

Is there a good App that can do that for the iPhone? Seems like both a fun and useful feature to edit right onto a photo. Thanks!

Take a look at Snap Pen. I use it all the time to mark up photos.
