Looking to purchase a '13 Macbook Pro, but I'm unsure of where to buy it. I want to possibly get the best deal possible, and if possible, not pay any taxes.

You are supposed to pay taxes on any purchase online, unless you live in a state that doesn't have sales tax. It's true Apple charges tax, unlike most retailers, when you purchase from them online.
As Golden said, they look new. Apple replaces the outer cases so you don't see any difference from a brand new machine.
I bought mine refurbished and the only difference is the box that it comes in. If you're computer illiterate and can't upgrade your machine yourself, customizing it online may help, but other than that I'd go refurbished.
