If I have the upgrade every year plan from Apple, can I re-up at Best Buy or do I have to go back to an Apple Store? TIA

Apple Store. Best Buy has nothing to do with the Apple iPhone Upgrade Plan.

They do sell Apple, but since you're on the Apple upgrade plan, that's strictly through Apple. If you were on a carrier upgrade plan like I am with Verizon, then yes you could upgrade at Best Buy.
