Best Buy Sells iPhones Subject to the US Reseller Flex Policy

Does the initial Verzon SIM activation still work if you purchase the phone from Best Buy on the AT&T Next program? In other words, if I activate with a Verizon SIM, will I be able to use the phone on AT&T without any issues?

Also separate question about Verizon unlocked phones - do they work abroad with international SIMs?

I know first hand Best Buy, Target, Sam's Club, and Walmart all do. What about Costco?
