Any suggestions? Also, what should the HDD be formatted as for both OS X and Windows compatibility?
The drive of your choice will work, just format it ExFAT.
What do you mean by best?
The only real issue is this, Mac can read and write to Windows formatted disks while Windows needs an additional program to do the same. This means external drive should be formatted in a Windows compatible manner.
Speed, size, box, brand or price?
Personally it must be USB 3 as a minimum connection.
There's a huge market out there.
Format as ExFAT, which is easily done using Disk Utility on the Mac.
As for which one to get, as with almost anything, get something cheap from a reputable manufacturer that gets good reviews:
