Best external HDD that works both with Mac and Windows?

What do you mean by best?
The only real issue is this, Mac can read and write to Windows formatted disks while Windows needs an additional program to do the same. This means external drive should be formatted in a Windows compatible manner.

Personally it must be USB 3 as a minimum connection.

Format as ExFAT, which is easily done using Disk Utility on the Mac.
As for which one to get, as with almost anything, get something cheap from a reputable manufacturer that gets good reviews:
