What is the best free windows explorer like file manager for Ventura macOS?

What are you trying to replicate?

What made you move to Mac? macOS is different for a reason. I use Windows on my work laptop and find Finder on my personal Mac so much easier to use.

Commander One is probably the closest, but it's still not the same. Trying to make the Mac work more like Windows is generally a futile effort, though.

Terminal... comes shipped with macOS

I can say many reasons.
First creation date is shown as copied date and modification date is shown as creation date in Finder
second columns has very limited number. mp3 files can not show artists, album etc
and many more
