What is the best image viewer for windows please ?

Well, back in ancient times when I used Windows, irfanview was the best. Give it a try.

My favorite viewer for Windows is Fast Stone Image Viewer. If you own a Macbook, then I'd add that the Trackpad++ driver works great with this image viewer (what works in Fast Stone: 2 or 4 finger swipe for back/forward navigation, 2-finger zoom, etc.)
