Best MKV converting program

i am trying to find the best program for my  that i can convert MKV to VOB, or other video formats for that matter. i would rather have one that converts to VOB, but if it supports other video formats, thats great too. does anyone have suggestions or opinions on which would be the best one to get for a good price? thank you

its a windows program, i need a  program that does everything that one does.

I've been using handbrake to convert avi and mkv files to m4v compatible files for my iPod. I think many people say that's the best one
