Google would be a good contender if it didn't mirror your camera roll. That's the sole reason why I don't like iCloud Photo Library. If I want to back up my pictures online, I want to be able to delete local copies and not have that deletion mirrored in the cloud.
This is what I use as well.My favorite is Google photos. Quick, free and simple. I have about 1000 photos and videos backed up there already. I love how they make gifs and stories from your photos.

iCloud photos is essentially the same as third party cloud storage apps if you choose to optimize storage (except more convenient in my opinion). It caches a small number of photos and manages the syncing and cache automatically.
I have optimize photos on my iPad, and it works this way. All the thumbnails are in the photos app and downloads them as needed, then eventually clears them out when space is needed (automatically). The pictures are not actually on my camera roll.
I do use google photos as well, but the app ended up taking up >1 GB after a couple months of viewing photos.
Is there any way to have the same thumbnail system in place with videos, including 4K?
