Best PC emulator for free?

I need the best PC emulator for free...It will be basically used for one program so its not needed to be FAST or anything.

BTW: WHen you use a pc emulator, do you boot into it, or run it like an app?

I just installed Qemu and QemuX. I installed Windows XP pro onto it, opened Qemu, tried running it, but got this error:

Boot from Hard Disk 0 failed
FATAL: Not a bootable disk

🙁
