Best PDF Editor, I'd have to vote for Adobe's Acrobat.

PDF Pen is pretty good albeit a bit pricey, but no more so than Adobe Acrobat. 😉

I didn't bother renewing my Acrobat Pro sub because Preview does so much and I also have Photoshop which can pretty much do anying else I might need.
