I have an iPhone 13 mini that’s like new and no one seems to want. Where’s the best place to sell it? I have the 15pro already not really planning on using any credit to trade it in.

IMO either 1) trade it into Apple 2) sell it via Craigslist for cash in the lobby of your local police department or 3) pass it down to a family member who wants it.

Way too easy for scammers to “pay you” online, receive your device via mail, then immediately do a chargeback scam saying there was nothing in the box.

From my understanding PayPal and most other payment vendors usually side with the buyer over the seller, even if you take photos ahead of time.

This - or a "legit" direct-sell site like Gazelle. Yes, you'll get "more money" elsewhere - except the chances that you actually end up with zero are a LOT higher elsewhere too.
