Best Publisher-like software?

Are you looking for software that is only for your own personal projects (brochures, posters, etc.) that you'd print yourself; or to set up small desktop publishing projects that you might be sending to a print shop?
The reason I ask is a fair number of small mom-and-pop size businesses seem to use Publisher to generate print materials - even though the print shops do everything they can to discourage this, and tend to rip out their hair any time they get a Publisher document.

I used Publisher for my companies ads initially. The deeper I git into publishing, the deeper I found the need for more. I ended up a year ago going with InDesign. Now that I have a year under my belt, I am getting opportunities for other work.
Publisher is so limited unless you have all the tools to make it wok for "real" work.
