Best UB digital artwork program( maybe free )?

I dont have photoshop.... Basically I want to make some wallpaper from existing images( cut and paste a bunch together ).... are there any free progs that could do that... hah damn i sound like a maj noob

GraphicConverter might do the job for you. It's been around for a long time, and even with photoshop, comes in handy at times, as it handles a "ton" of different formats. Certain Apple machines had it bundled, but you can download the latest here and try it out. If you like it, it's only $30.
