Does anyone know what the best way is to achieve this effect or where I could find a tutorial on it? It definitely looks like some AE motion tracking with the flowers as he skates, but what about the sin city effect? Everything is black and white except the kicks. How would I best achieve this? Thanks in advance!

The shots with the animated flowers don't require any motion tracking as they were all applied to static shots. Just some masking will do the trick.

As for the "Sin City" type of effect, this can require the use of a few different tools, not to mention good pre-production if your shoot is planned. For the video you linked to, you could just roto out the area in each shot around the shoes, and then isolate the color/colors you want to stand out. Ideally, if you were planning on this ahead of time, you would minimize the use of these colors in other parts of your background, actors, props.

I'm looking to learn Apple Motion. This effect is also achievable in Motion correct?

Yes, the effect can be created in motion and most NLEs. However I prefer After Effects.
