Don't ask why I just want to see what it is like. I know it is slow.
 
maybe there is a throttle option in safari devtools (you need device to connect to a mac)

like there is in chrome devtools

also this applies only to web obviously
 
I don’t know how to test this except find someone with a fake unlimited internet plan who has been cut down to that speed and ask them how much they enjoy it.

Not sure if this works in your country, but most if not all Canadian carriers offer this nonsense.

Over Wifi? The test may be achieved over Wifi with a little more ease then cell. Check your router options. Mine allows me to throttle at the node level.

Download a wav file of modem initializing, that may be enough to salsify your need.
 
At 128kbps, web pages essentially never load. Or by the time they would, you've already given up waiting for it.
After visiting a couple pages at that speed, you'll throw the phone across the room in disgust

I still remember running ARPANET at 300 baud and then rocketing to the future with 28k dial-up.
