Best way to stream photos from PC to iPad

I guess OneDrive or Dropbox does it better than nobody else, and it also gets your iPhones or iPads pics back on your PC too

I am looking for something like this but that actually works.

I was able to get the free version to work but only locally not over the internet It does support both features the free version the paid version or pro version said it just had extra searching ability.
