I apologize if someone already mentioned this and I didn’t see it. But, what about getting your MacBook of choice then running the Windows apps through a virtual machine like Parallels?
tbh i did not know I could do that, i did hear that apple silicon isnt great with windows

The m3 outclasses it in every way, but you’re looking for a windows laptop.

I’m very happy with my X13 gen 2. 32GB RAM, 512GB SSD, Ryzen 7 cpu. It’s my primary computer because it’s my work computer.

No, but it is higher resolution than a standard 1080 screen.

Personally, I'd want to know why I need Windows before making any purchasing decisions. If you accept Windows is what you need though, fair enough.
inmean iPad is is more limited than Mac OS

I run Windows on a 2012 Mac Mini via Parallels. It’s just fine. But I can’t speak to the VM performance on Apple silicon.
 
This fall there is going to be a lot of releases of CPu`s so if you can hold off a little long and see what happens in the news and see how it goes. Intel/Amd/Qualcomm all going to battle this fall for our $$$$...
Also new Windows 11 24H2 Final and MacOS so I would hold if I could. I.M.O.

That just seems odd. I wouldn't be surprised if it was engineering or something. But, for business purposes I'm not sure what windows specific programs you need. Where is the information coming from? Do you have syllabi yet?

Wait until next week when the Surface Pro reviews drop. OLED tablet + Windows + ARM. It looks great on paper. Just need to see what the press says.

I picked up a Surface Laptop 3 on ebay with 16GB of RAM, 1TB SSD, 1.3GHz processor with W11 for just under 300$. I'm using it to study for the Red Hat Certified Engineer cert (Ansible in short terms lol) It runs VMWare workstation and 3 VMs without any issue. It's not a powerhouse by any means but it does what I need it to do and it looks brand new. Sometimes used is better than new, that's just my opinion lol

I currently have a 2020 i3 MacBook Air. They said I can use a MacBook and when I need to use a program I can just go and use the computers in the library but I don’t want to rely on that if you know Whag I mean. I saw this laptop on Best Buy https://www.bestbuy.com/site/sku/6535504.p?skuId=6535504
It's a gaming computer and not the best one. I mean it should last, but X13 is better + it doesn't have such a great battery life. I wouldn't get this one, unless you plan to game.

I recommend Surface too. (not the first gen), but the new ones. The new surface has up to 22h of battery life.
 
I would avoid the thinkpads. I had multiple and the construction was poor.

I now have a Lenovo Yoga 9i and it’s the best laptop I’ve ever had. Much better than the MacBook Air M1 I had for years.

They can come with touchscreens.

I purposely go out of my way to not buy that useless feature, my X13 does not have it.
It's far from useless.

Just because Apple refuses to come out with a 2-in-1 Mac doesn't mean there's no use case for them.

Yes they don't replace a dedicated tablet and yes I would not want to use a pen on a laptop all the time. But they are great for quick on-the-fly markups or notes while working on the laptop. If I ever buy a Windows laptop again it will only be a 2-in-1.
 
Just go with the iPad Pro and learn how to be productive on this immersive and incredible device.
... which will never replace a Windows laptop that the OP actually needs as he clearly stated.

And using it for as a main device to do some real work in business school would be extremely labor intensive and frustrating due to Apple's idea of what "multitasking" is on an iPad.

I had to create multiple presentations and spreadsheets drawing data from various sources simultaneously (other presentations and spreadsheets, web, pdfs, even emails). Not being able to have multiple windows on screen side by side would be a major hindrance. Not having a reliable clipboard history manager running in background at all times would be a hindrance. iPad's memory management would not be very helpful either. The lack of a proper filesystem would be a problem for my Engineering part of the program, perhaps not as much for Business.

iPad is not good as one and only device for most degrees.
