$2600 seems like a pretty good deal for the mbp 15 2.9/32/1tb/vega 20 machine
That's too much money for a computer that's known to have fundamental design flaws, and only about $500 less than an 8-core equipped brand new 16 inch. Refurbished 16" models are even closer in price, as are the 6-core i7 models.
The CPU is only a 6-core i9.
Remember that the 16" got a bump up in base storage at equivalent price ranges to the 15", so this is not as good a deal as it initially appears.

how is it false when other retailers are selling the exact SAME laptop at a higher price?
It's not that there aren't savings. It's the magnitude of the savings. Best Buy was comparing their sale price to the price of the machines when new using ad copy like "Save $1500! Previously priced at $4000!" Nobody sells them today for $4000.
