Beta pc question

You need a Mac to develop, so just ask the account holder to flash your phone

You don't know ANYone with a Mac? Oh boy. Yes you could go to the Apple Store. Just tell them that a developer needs you to beta test one of his apps and you need to install 4.0 to do that. Say that you brought 4.0 on a USB drive and ask for help installing it on your phone. There really is no reason they could accuse you of doing anything wrong at all. Just make sure your 4.0 firmware file isn't in your Torrents folder or anything .

You completely guessed wrong. I didn't spend a dime
