I downloaded Beta iOS 17 now I turned them off. So I have the actually have IOS17? Or is it the beta version?

The RC is what is currently out, so you still have the beta. It is basically the final version, but there may still be some minor changes (or major if discovered) between now and the official release

Turning the beta option off doesn't remove the beta from your phone. It just changes where your phone looks for the next update.

Ignore that person. They think you’re meaning about how to downgrade to the current public version, but you’re meaning how do you ensure you don’t get anymore iOS 17 betas, only public releases.
The RC is ‘Release Candidate’ and is what is going to most likely be released on Monday, it’s not really a beta. Sometimes a slightly newer build gets released on official release.
As long as you have the option set to ‘Off’ in the beta updates menu in ‘Software Update’ you are off the beta train.
