I keep hearing everyone talking about scrolling being so smooth in Mavericks. I don't get it. My scrolling is perfectly smooth already in Mountain Lion… can someone explain a little more about what's changed?
 
Well, on some websites (heavy loaded ones with flash, images, etc.), the scrolling is not so smooth anymore.

With Mavericks this should be sorted. I understand this is achieved through better CPU management (i.e. more cores used).

Not everyone has the same experience as you. I too have had perfectly fine scrolling before Mavericks but some people (mainly retina machines from what I understand) did not have smooth scrolling.
 
Honestly, I can't tell the difference. Maybe a "slight" improvement on a cMBP. 10.8 is buttery smooth for me. So is 10.9. (HD3000 graphics).

You retina people might be seeing something different though.
 
The only thing I've been able to tell is that something changed and now it feels really weird to scroll. This is probably related to having a cheap scroll wheel mouse instead of a trackpad/apple mouse, but it seems almost like inertia scrolling but not quite. All I could figure put is the faster I scroll, the farther it goes for the same rotation. It makes scrolling kind of unpredictable and awkward.

But then again... cheap scroll wheel mouse.
 
How is the scrolling in the Preview app when viewing PDF files? Is it butter smooth - 60fps? (it certainly isn't in Mountain Lion)

PS: I wish Preview also had tabbed browsing like the Finder in OS X Mavericks.

Hmmm. I suppose tabbed browsing in preview wouldn't hurt. Those who didn't like it could always turn it off. Submit a feature request.

It's noticeably improved in safari, without a doubt. But it may just be most noticeable on the retina display where it would often lag on heavy websites. It's actually almost too smooth in that it's too fast. It doesn't really skip, just scrolls super fast.
