My understanding is you can only upgrade to 16GB on the MBP 13in via Apple customization. How does B&H Photo sell models with ram higher than 8GB? Are they new, shrink wrapped or is it possible those machines are refurbs? Maybe B&H are allowed to sell new stock with a variety of specs?

Refurbs can be of any specification. Refurbs are basically machines that had been returned to Apple if they were DOA, for instance.

It's also not unusual for retailers to offer other BTO configurations, so it doesn't always have to be directly from Apple. That said, I'm not familiar with B&H's retail chain. The best thing to do would be to check with them if it is a new or refurb unit.
 
They probably just order some different configurations from Apple, photography and video apps often require a lot of ram for the best performance so it would make sense for a photography store to supply those specs.

Often, when an Apple product is available in a standard and non-standard option (such as the MBP in question with 16GB of RAM), we carry both versions. In such a case, Apple pre-configures the product to our specifications. Note the differences in the MFR number on our site between the 8GB and 16GB versions - the "Z0RG" and "B&H" bits indicate that the 16GB configuration was specially done by Apple for us.

Does this mean MBPs sold through BH have inferior components?
 
I got my 2012 MBP BTO from BH Photos as well. Still working fine today. Would buy from them again. And no, I don't work for them.
