Please don't accuse the OP of having dirty hands. This was a known issue with early MacBooks. Skin oil as well as cleaning products reacted with the white plastic turning it orange, brown or even pink.

If I was you, I'd keep the MacBook and turn it into a HTPC. It'll be a whole lot better than an AppleTV, which is what you're planning to get. You can get a mini-DVI to DVI converter for $20, connect it to the TV and away you go. Then you also still have a portable computer when you need one.

Yeah, if Mr. Clean Magic Eraser doesn't take your dirt off, you have the staining issue. Call Apple and ask them to replace it for you. If you're out of warranty, it wouldn't hurt to keep trying and mention that you just thought it was dirty and didn't realize it was an issue until someone let you know. I wouldn't mention the white streak when you call Apple if I were you.
