If you need or really want a new phone now, then get an iPhone 4. If you don't mind waiting then wait until September. If you know you can't or don't want to wait that long, you might as well get it now so you don't waste time. iPhones are more or less the same as a previous generation. In other words, if want an iPhone right now, and don't necessarily care about having something slightly faster, then just buy an iPhone 4.
