Black Box of Death!!!!!!!!!!!!

Ok this is whats wrong,

my computer was sleeping for a couple hours, and now after I open it up too use it I got this Black Box that surrounds what ever I click on. It still has the blue around it but also the black box. And when I went to shutdown it had 2 shutdowns. What the hell is going on!!!!!!!!!!!!!!!!
