I hope you can have an option between that and having it go to voice, and the ability to put some people on a list for rejection and the other for ignore, although I guess you could have a specific blacklist then combine it with Do not Disturb set to Allow contacts.

One other thing worth mentioning is that the ability to have some control has been available for a long time, if users just figured out how. For one, you can create a contact called something like "No Ring". You can give that contact a ring tone that plays nothing, which are on the Internet or can be created with any ringtone creator app. Then when someone calls you simply add those numbers to the same user that you just created. Then when any of them call you will never even hear the ring. If they leave a message, you will see the "No Ring" in you caller list so you know whether to listen to the message or just delete it. This is just one of many ways to stop people from irritating you.

Which only works if you want to permanently - which may also be the case with how iOS 7's blacklist works. But I've ha people that I'd love to be able to blacklist based on geofencing - I used to have a coworker that didn't understand ALL of the manager types with cell phones (I am a supervisor) would rather her call the store vs. our personal phones especially when it's work related.

You could do that if you use another voicemail provider like Google Voice or YouMail--basically the call would go to voicemail but the voicemail there could simply hang up on the caller without any message, or even play some sort of a "this number is no longer in service" type of message for more "impact".
 
I would bet on the carriers keeping Apple from offering it all this time. Just like tethering. They want to charge you extra to block calls from certain numbers.
