Blank ICCID on iPhone 4

I received my two i4 today. The first one activated fine. The second one won't find the AT&T network. I checked the general settings on the phone and the ICCID field is blank. Does this mean I have a bad SIM??

This is weird. I did a restore on the phone and it activated with 5 bars. I then tried to restore the data from my backup and it wipes out the ICCID - no service. I'll call AT&T tomorrow and see if they have any suggestions.

Did you try popping out the SIM and placing it back in?

I did take the SIM out. It's gotta be something to do with my backup. It works fine if I set it up as a new phone but if I try to bring my bring in my backup data it kills it.
