if one blocks a contact, I understand that they can not get a call through anymore. But can a text come through?
 
PS... so I was sitting around breathing free air and thought I would take my wife's phone and try this "block contact" thing. It does not block and someone you block. All I found that it does is, the caller goes to your voice mail and you do not get the voice mail they are leaving along with you do not see that someone had called. So the caller is oblivious to that they are being blocked. Then the caller thinks you are just being rude by not returning the call that was (they thought) was left. I see no point.
 
just one more thing: messages using third party apps (like Telegram or WhatsApp) still go through...

I guess technically calling it "ignore" vs "block" would be more fitting. That said, if you block someone it means you don't want to hear from them, why does it matter if they know or not as long as you don't hear from them (and if it matters for some reason then a text message or something like that can be sent saying so).

They wouldn't consider it rude if they found out you blocked them?

I would like them to know, this person your calling has you blocked or they do not want to talk you. That's why I leave them int he contact list.

Send them a message perhaps in that case?
