Who owns the content if I use Blogger or Wordpress to start a blog?

If I didn't want to use Blogger or Wordpress etc. what software can I use instead and what options do I have for hosting it?

I don't know about their hosted services, but if you use Wordpress software on your own server you definitely own your content. It is just an open source code that has no claim to what you use it for.
