I've seen some cool new blogs for programmers and the code looks really nice with properly formatted and coloured code. What themes are these?

you could create your own "theme" by styling the code and pre tags, but that would only give you the background and font styling. To have individually colored code snippets you could use something like http://prismjs.com/.
Not sure, if that's what these people are using on their sites, but that would be an option to use.

NSHipster - They are using their own thing

KrakenDev - They're on Squarespace

But yeah, it's nothing you can't adapt to an existing theme that doesn't support it (Hacking With Swift did it).
