Can iPhones pair to other iPhones or other iOS devices via Bluetooth? I'm having difficulty doing so.

No they can't. There are some apps that will allow you to transfer pictures via bluetooth and each iOS device needs to have that same app open and running.

checkout AirDrop

you can transfer between devices using airdrop capability.

swipe up from the home screen the same way you would to get access to calculator or wifi/bluetooth/airplane modes.

on my phone just above the flashlight you will see "AirDrop"

use that and you can share stuff similar to bluetooth directly over the air.
