I have a TomTom GPS device that has bluetooth capabilities.. how come I can't connect my TomTom via bluetooth to my iPhone 3GS to share its network connection? or is there a way I can do this?

I'm fairly sure that an iPhone 3GS that hasn't been jailbroken can only share network connections with a laptop, I may be wrong though.

You first have to determine if Apple gave us the proper profile for bluetooth. Off hand I don't know which profile would allow that. I believe someone posted the available bluetooth profiles available to the iPhone. Search for Bluetooth Profiles.

I for one was waiting for two, A2DP and AVRCP. I know we got the A2DP, but I am not sure on the status of AVRCP.

You can read more about bluetooth profiles here:
