Why are Microsoft devices not affected?
Because they ignore specs and do their own thing. Clearly, they just got lucky in this case.

Maybe I'm reading it wrong, but all it says is that 10.13.6 fixed it for 2018 MBPs, and it was fixed in 10.13.5 for everything else. Nothing about Sierra and El Cap.
I'm not sure. The title says "macOS High Sierra 10.13.6, Security Update 2018-004 Sierra, Security Update 2018-004 El Capitan." But then there's a little note I missed on the Bluetooth one saying "Other Mac models were addressed with macOS High Sierra 10.13.5."
That's the title because other fixes specifically mention Sierra and El Cap. Perhaps this bug only affects HS.
