Bluetooth won't turn on -iPhone 3g

I'm trying to turn the Bluetooth on my wifes 3G on so we can play scrabble.
When I toggle on the Bluetooth on/off switch the on/off switch itself just disappears! I get the rotating fan symbol but nothing ever happens.

I've tried a soft reset and hard reset. Anyone ever had this issue?

If both of us have this there has to be some known issue.
